Arabs rulers are still maintaining Kingship system to run the country, so they have more power to indulge in this tread. Think something in reality, you said "it is the resposibility of whole muslim world and its leaders" for another ex: if a country like Pakistan impose ban on dealing with Internal and External affairs abandoning all import and export with France, Do you think it will affect them, hardly it will not pinch them.
